The Norwegian Public Sector e-Commerce Initiative[ Download ]
The Norwegian government has established a four-year programme for the introduction of e-commerce in the public sector in Norway. The programme’s main project has been the establishment of an electronic marketplace for public procurement in order to lower the threshold for taking e-commerce in use, both for public sector entities and their suppliers. This processt is in good progress. The marketplace has been operational since June 2002 and the programme is now in its final year. This report gives a summary of the process and the major lessons learned.

Public eProcurement in Norway[ Download ]
The Norwegian public sector took a hole-of-government approach to eprocurement with the launch in October 2002 of www.ehandel.no. Currently 14 public buyers, 1 400 users, and 85 suppliers are on board. Public bodies are not forced to use the system but 20 have assesed the cost/benefit and 19 think it make sense.

The Norwegian government has established a four-year programme for the introduction of e-commerce in the public sector in Norway. The programme's main project is the establishment of an electronic marketplace for public procurement. This process will enter its most intensive phase as the qualified bidders are presenting their yenders in automn 2001. The first version of the marketplace is planned to be operational from the second quarter of 2002.
